Custom Environmental Standards - Group Assignment - ESdat Online

I am trying to place a custom Environmental Standard into a custom Environmental Standard Group. The help documentation indicates there should be a gear icon beside the group selection; however, when I am on the group selection screen, the gear icon does not appear. Can you confirm whether this functionality has changed or if there is a permissions or configuration issue?
